Finding the Secrecy World

The paper is in three parts. First it explores how the offshore world works. Second, it suggests a new language to describe the ‘offshore world’. Third it explores policy implications. In re-appraising the language, it explores terms such as ‘tax haven,’ ‘secrecy space,’ ‘offshore financial centre,’ secrecy jurisdiction, and more, and in doing so it provides a coherent framework for analysing the issues. The paper was developed through discussion with expert practitioners, and tested at academic conferences in 2008.

What is financial transparency?

This paper by Richard Murphy and Paul Sagar is based on an assumption that an alternative is possible: that if there was greater financial transparency, it would be much harder to hide illicit financial flows. It explores arguments in favour of greater transparency, and looks at the benefits that might flow from it. It also describes what greater transparency would look like, setting out the forms of transparency to which we should aspire.
